China’s New Countermeasures Framework: Understanding Decrees 834 & 835

On April 7 2026, China’s State Council promulgated the Regulations on the Security of Industrial and Supply Chains (Decree No. 834) and on April 13nthe State Council issued the Regulations on Countering Foreign Improper Extraterritorial Jurisdiction (Decree No. 835). Both regulations came into effect immediately. Furthermore, on May 2  China’s Ministry of Commerce (“MOFCOM”) used one of the tools set out in its countermeasure legislation and issued a formal blocking order prohibiting anyone in China from recognizing, enforcing, or complying with specific U.S. sanctions imposed on five Chinese petrochemical companies.

This webinar will provide a structured overview of these new countermeasures regimes and how they will impact on EU companies business activities in China. The seminar will focus on supply chain measures, anti-extraterritorial jurisdiction rules, and the implications for multinational compliance programs. The session will explain the legal framework, potential enforcement exposure, and key considerations for companies navigating conflict-of-laws situations between EU and US of export control and sanctions on the one side, and these new Chinese countermeasures on the other.
